Diane,
My kids are 4 and 1, but they already love books because we read to them every day. They associate reading with family time, and now my son gets really into the stories too. Also, I frequently read in front of them so they see it as a pleasurable activity.

Kim - I remember those precious years - 4 and 1. That's so great that you read to them every day.
Even when my kids got older, I read aloud to them. Older kids like to be read to, too. They read on their own, but we would pick a book like Tom Sawyer and I'd read a couple chapters every night. I got really good a doing accents!

- How do you get your children interested in reading?
I have always read to my children (aged 3, 6 and 8) as part of their bedtime routine. A couple of stories and cuddles at bedtime is something we all look forward to. My oldest now goes to bed and reads to himself for 30 minutes before turning out the light.
I read regularly in front of the children and often talk about what I have particularly enjoyed in stories we have read together. I want to encourage them to know that books are full of ideas and themes that can be discussed, not just something to keep quietly to yourself.
I have also encouraged my husband to read in front of the children, which I think is particularly important for the boys. It's good to see that it isn't just a 'girls' activity.
Not sure about other countries, but Australia has an Annual MS (Multiple Sclerosis) Readathon as a fundraiser. My older two love getting involved in this and it really inspires them to read more to raise money.
